{"id":869,"date":"2017-08-04T20:18:01","date_gmt":"2017-08-04T18:18:01","guid":{"rendered":"http:\/\/comeduc.net\/francais\/?p=869"},"modified":"2017-08-04T20:19:11","modified_gmt":"2017-08-04T18:19:11","slug":"174-organisations-de-la-societe-civile-a-travers-le-monde-appellent-les-investisseurs-de-la-chaine-decole-americaine-bridge-international-academies-a-cesser-leur-soutien","status":"publish","type":"post","link":"https:\/\/comeduc.net\/francais\/2017\/08\/04\/174-organisations-de-la-societe-civile-a-travers-le-monde-appellent-les-investisseurs-de-la-chaine-decole-americaine-bridge-international-academies-a-cesser-leur-soutien\/","title":{"rendered":"174 organisations de la soci\u00e9t\u00e9 civile \u00e0 travers le monde appellent les investisseurs de la chaine d\u2019\u00e9cole am\u00e9ricaine Bridge International Academies \u00e0 cesser leur soutien"},"content":{"rendered":"<p><strong>(Nairobi, Kampala, Monrovia, Johannesburg, 1<sup>er<\/sup> Ao\u00fbt 2017) 174 organisations de la soci\u00e9t\u00e9 civile du monde entier publient aujourd\u2019hui <\/strong><a href=\"http:\/\/bit.ly\/biainvestorsfr\"><strong>une d\u00e9claration<\/strong><\/a><strong> appelant les investisseurs de Bridge International Academies \u00e0 cesser leur soutien \u00e0 la plus grande entreprise d\u2019\u00e9coles priv\u00e9es \u00e0 dimension commerciale op\u00e9rant dans les pays en voie de d\u00e9veloppement et soutenue par des donateurs et investisseurs internationaux.\u00a0 <\/strong><\/p>\n<p>Cette d\u00e9claration, publi\u00e9e deux ans apr\u00e8s un <a href=\"http:\/\/bit.ly\/lettreWBprivatisationFR\">pr\u00e9c\u00e9dent appel similaire<\/a>, a \u00e9t\u00e9 sign\u00e9e par une large diversit\u00e9 d\u2019organisations pr\u00e9sentes dans 50 pays, incluant des ONG de d\u00e9fense des droits de l\u2019homme, des organisations de d\u00e9veloppement, des organisations communautaires, des organisations confessionnelles, et des syndicats, d\u00e9montrant l\u2019\u00e9chelle des inqui\u00e9tudes sur Bridge.<\/p>\n<p>La d\u00e9claration, qui recense des \u00e9l\u00e9ments de preuves vari\u00e9s et des recherches publi\u00e9es au cours des deux derni\u00e8res ann\u00e9es, soul\u00e8ve de s\u00e9rieuses pr\u00e9occupations concernant la transparence de Bridge, ses relations avec les gouvernements, les conditions de travail de son personnel p\u00e9dagogique et la question de la violation des normes \u00e9ducatives. Elle met en \u00e9vidence <strong>les cas de l&rsquo;Ouganda et du Kenya o\u00f9 Bridge a exploit\u00e9 ill\u00e9galement des \u00e9coles et n&rsquo;a pas respect\u00e9 les normes nationales d&rsquo;\u00e9ducation<\/strong>. Dans les deux pays, les autorit\u00e9s ont ordonn\u00e9 Bridge de fermer leurs \u00e9coles.<\/p>\n<p><em>\u00ab\u00a0La qualit\u00e9 des \u00e9coles Bridge n&rsquo;a jamais \u00e9t\u00e9 \u00e9valu\u00e9e de mani\u00e8re ind\u00e9pendante. Dans tous les cas, tout gain all\u00e9gu\u00e9 concernant les r\u00e9sultats d&rsquo;apprentissage ne pourrait jamais justifier les pratiques choquantes qui sont rapport\u00e9es dans cette d\u00e9claration. Comment justifier, par exemple, l&#8217;emploi d&rsquo;enseignants non dipl\u00f4m\u00e9s et non enregistr\u00e9s, sachant qu\u2019ils per\u00e7oivent des salaires proches du seuil de pauvret\u00e9 pour plus de 60\u00a0heures de travail par semaine\u00a0?\u00a0\u00bb <\/em>questionne Linda Oduo-Noah du Centre de l&rsquo;Afrique de l&rsquo;Est pour les droits de l&rsquo;homme au Kenya.<\/p>\n<p>La d\u00e9claration souligne que <strong>Bridge n\u2019est pas parvenu \u00e0 atteindre les plus d\u00e9favoris\u00e9s<\/strong>, qu\u2019ils pr\u00e9tendent pourtant viser, en raison des co\u00fbts de scolarit\u00e9 \u00e9lev\u00e9s qui impactent n\u00e9gativement les familles qui envoient leurs enfants dans ces \u00e9coles. <a href=\"http:\/\/bit.ly\/2h1Rml9\">Une \u00e9tude<\/a> a r\u00e9v\u00e9l\u00e9 que 69 \u00e0 83\u00a0% des parents avaient du mal \u00e0 payer le loyer, \u00e0 se procurer de la nourriture ou \u00e0 acc\u00e9der \u00e0 des soins de sant\u00e9 \u00e0 cause des frais de scolarit\u00e9 de Bridge.<\/p>\n<p>\u00ab\u00a0<em>Au lieu des 6\u00a0US dollars par mois targu\u00e9 par la soci\u00e9t\u00e9, les frais totaux sont plus proches de 20 US\u00a0dollars par mois. Non seulement ces co\u00fbts sont prohibitifs pour une grande partie de la population des pays dans lesquels Bridge op\u00e8re, mais leurs frais annonc\u00e9s sont trompeurs<\/em>\u00a0\u00bb, souligne Salima Namusobya de l\u2019Initiative for Social and Economic Right en Ouganda.<\/p>\n<p>Le document souligne \u00e9galement <strong>la r\u00e9sistance de Bridge \u00e0 tout examen public et ses tentatives pour limiter la transparence<\/strong>, s&rsquo;appuyant <a href=\"http:\/\/www.parliament.uk\/documents\/commons-committees\/international-development\/Chair-to-SoS-regarding-education-inquiry.pdf\">sur une lettre r\u00e9cente<\/a> du Comit\u00e9 du d\u00e9veloppement international du Parlement britannique au secr\u00e9taire d&rsquo;\u00c9tat qui soulevait aussi cette question.<\/p>\n<p>\u00ab\u00a0<em>Nous avons vu comment, au Liberia, Bridge, qui a un accord de partenariat public-priv\u00e9 avec l&rsquo;\u00c9tat, a op\u00e9r\u00e9 dans le plus grand secret, contestant les r\u00e8gles de passation des march\u00e9s publics. Cela confirme la tendance pour d&rsquo;autres pays, dans lesquels Bridge a \u00e9t\u00e9 impliqu\u00e9 dans l&rsquo;arrestation d\u2019un chercheur ind\u00e9pendant, la r\u00e9duction au silence des syndicats, la r\u00e9sistance \u00e0 l&rsquo;\u00e9valuation et plus encore. Il s&rsquo;agit d&rsquo;une soci\u00e9t\u00e9 d&rsquo;\u00e9ducation mondiale envelopp\u00e9e dans le secret et la dissimulation et c\u2019est extr\u00eamement inqui\u00e9tant<\/em>\u00a0\u00bb, s\u2019alarme Anderson Miamen de la Coalition du Lib\u00e9ria pour la transparence et la responsabilisation dans l&rsquo;\u00e9ducation.<\/p>\n<p>Les organisations signataires de la d\u00e9claration appellent donc les investisseurs et les donateurs \u00e0 s&rsquo;acquitter pleinement de leurs obligations de diligence et \u00e0 cesser leur soutien \u00e0 Bridge. Par ailleurs, les organisations \u00e9noncent un certain nombre de recommandations en respect des lois et normes nationales, de la transparence mais aussi de la responsabilisation, du traitement de la soci\u00e9t\u00e9 civile et de la <strong>redirection des fonds vers des programmes favorisant l&rsquo;\u00e9quit\u00e9<\/strong> dans le domaine de l&rsquo;\u00e9ducation.<\/p>\n<p><em>\u00ab\u00a0Il est important de reconna\u00eetre que la plupart des investisseurs cherchent vraiment \u00e0 faire une diff\u00e9rence dans la vie des enfants vivant dans la pauvret\u00e9. Nous partageons ces pr\u00e9occupations et reconnaissons la n\u00e9cessit\u00e9 d&rsquo;am\u00e9liorer consid\u00e9rablement l&rsquo;\u00e9ducation. Cependant, il existe maintenant des preuves significatives que l&rsquo;investissement dans Bridge n&rsquo;est pas un moyen efficace d&rsquo;am\u00e9liorer l&rsquo;acc\u00e8s, l&rsquo;\u00e9quit\u00e9 et la qualit\u00e9 dans le domaine de l&rsquo;\u00e9ducation, ce qui devrait \u00eatre l&rsquo;objectif d&rsquo;une initiative \u00e9ducative visant les plus d\u00e9favoris\u00e9s. <\/em><em>Nous serions heureux d&rsquo;avoir l&rsquo;occasion d&rsquo;explorer des solutions alternatives avec les donateurs et les investisseurs, afin d&rsquo;identifier des moyens plus efficaces d&rsquo;investir durablement dans la mise en \u0153uvre d&rsquo;une \u00e9ducation de qualit\u00e9 pour tous les enfants vivant dans la pauvret\u00e9\u00a0\u00bb, conclut <\/em>Chikezie Anyanwu, de la Campagne mondiale pour l\u2019\u00e9ducation.<\/p>\n<p>Cette derni\u00e8re d\u00e9claration fait suite \u00e0 des <a href=\"http:\/\/bit.ly\/privfr\">pr\u00e9occupations r\u00e9p\u00e9t\u00e9es<\/a> au sujet de l&rsquo;expansion rapide et non r\u00e9glement\u00e9e de certains prestataires priv\u00e9s dans le domaine de l&rsquo;\u00e9ducation, en particulier commerciaux, tels que Bridge. En mai 2015, 116\u00a0organisations avaient publi\u00e9 <a href=\"http:\/\/bit.ly\/lettreWBprivatisationFR\">une d\u00e9claration<\/a> soulevant des inqui\u00e9tudes relatives \u00e0 des faits trompeurs concernant les co\u00fbts et la qualit\u00e9 des \u00e9coles Bridge. D\u00e8s lors, les \u00e9l\u00e9ments de preuve pr\u00e9sent\u00e9s dans la d\u00e9claration et r\u00e9sultant de diverses sources \u2013 rapport de l&rsquo;ONU, rapport parlementaire du Royaume-Uni, travaux de recherches ind\u00e9pendants et m\u00e9dias \u2013 ont confirm\u00e9 ces pr\u00e9occupations et sonn\u00e9 l&rsquo;alarme en raison de l\u2019\u00e9cart entre les promesses de Bridge et la r\u00e9alit\u00e9 de leurs pratiques.<\/p>\n<p><a
